Funding Trends
Individual gifts and institutional grants to homeless shelters, and other direct service providers, remain important sources in addressing housing insecurity and its consequences. Such donations and grants often connect donors and recipients through a shared sense of place. Efforts in this space — whether through the provision of a hot meal or shelter — renders home-insecure people visible.
However, philanthropic dollars represent only a small fraction of funding that flows to housing and homelessness and to addressing its root causes. Instead, this funding space largely remains the domain of government — from the public and subsidized housing to Medicaid and unemployment insurance — and unbridled private market forces, such as speculative real estate investments that substantially increase housing costs, thereby displacing residents in the name of gentrification. Inflation-adjusted earnings remain stagnant, further fueling the homelessness crisis.
Philanthropy increasingly views its role as a catalyzer both within the public and private sectors. Grantmaking here works to expand access to affordable housing, prevent homelessness, and provide long-term solutions like permanent supportive housing.
Leading foundations and philanthropists include the Ford Foundation, the Hilton Foundation, the Melville Charitable Trust, and many others in order to encourage public sector investments in housing assistance and mobility. Funders like these also work to incentivize private sector investments for housing equity.
Vulnerable and marginalized communities are far more likely to experience housing insecurity and homelessness than white Americans. Many foundations and donors are beginning to take a more inclusive approach, one interested in equity, gentrification and fair housing policies. Other funding trends include an explicit link between how homelessness affects health and economic mobility.

Textron’s Healthy Families/Vibrant Communities initiative names community revitalization and homeless assistance programs as areas of grantmaking interest. The foundation focuses on communities where Textron employees live and work.
TJX FOUNDATION
TJX has demonstrated a strong commitment to helping homeless and housing insecure individuals and families, although it mainly gives to large, national organizations.
TRAVELERS INSURANCE FOUNDATION
Travelers’ thriving neighborhoods initiative names accessible and safe housing for low- and mixed-income neighborhoods as an area of grantmaking focus.
UNION PACIFIC FOUNDATION
This funder’s Community Spaces focus area is dedicated to “supporting the local economy by building and enhancing community spaces that contribute to the distinct identity of a city or town.”
U.S. BANCORP FOUNDATION
U.S. Bancorp Foundation’s Home Grants program makes grants to “assist people in developing stability in their lives through access to safe, sustainable and accessible homes.”
HARRY AND JEANETTE WEINBERG FOUNDATION
This funder supports the development and renovation of affordable housing as well as housing stability and re-housing programs for vulnerable people.
WELLS FARGO FOUNDATION
This funder makes grants to stabilize the economies of local communities and low- to moderate-income neighborhoods “through affordable housing, philanthropy, community development investments, and other critical community services.”
WELLSPRING PHILANTHROPIC FUND
The Wellspring Philanthropic Fund is a global grantmaker that supports community development in Africa, although a few grants go to U.S. oganizations and communities.
WILF FAMILY FOUNDATIONS
The Wilf Family Foundations name “community services” as a grantmaking area of interest and support a range of nonprofits that provide basic needs to vulnerable people in Jewish and other communities.
OPRAH WINFREY CHARITABLE FOUNDATION
The Oprah Winfrey Charitable Foundation’s Community Outreach program supports “grassroots organizations in their efforts to lift the most vulnerable in their communities.”
WOODFOREST CHARITABLE FOUNDATION
This foundation “provides funding to organizations whose mission it is to provide decent housing to the working poor and disabled veterans.”
XEROX
Xerox’s Strong, Vibrant Communities giving area supports supports the communities where its parent company operates. It is unclear how much of this support consists of grantmaking, but employee volunteerism is a significant component of the initiative.
THE CHAN ZUCKERBERG INITIATIVE
CZI’s community funding initiative makes grants and investments for housing affordability, economic inclusion and community development. The program mainly supports initiatives for the Bay Area, but a few grants have gone organizations working state-wide and nationally.
